Donnald J. Heckelmoser Jr., Executive Director

Donnald Heckelmoser is the Executive Director of Western Reserve Community Development Corporation and joined the staff in October 2015.   He received a Bachelor’s Degree in Political Science with a minor in History from Bowling Green State University. Donnald also received a Masters Degree in Public Administration from the Cleveland State Universities Maxine Goodman Levine College of Urban Affairs.  He has served in key community development roles over the last ten years with Old Brooklyn Community Development Corporation and The City of Cleveland. Donnald has become fluent in community development process and procedure, contract negotiations, budgeting, execution and project management.   He has developed, managed and executed contracts with municipalities and non-profits from $5,000 to $26 million dollars.  During his time at Old Brooklyn Donnald supported many projects, including but not limited to a real estate program in which the agency would purchase, rehabilitate and sell homes in their service territory. He has become an expert in the field of Residential Energy Efficiency holding four certificates from the Building Performance Institute. Donnald rounds off his building expertise with a State of Ohio lead Abatement Contractor license, an Interim State of Ohio Residential Building Inspector License, and a State Mechanical Inspector License, Donnald has previously held certificates from the National Environmental Health Association as a Healthy Homes Specialist, and rater.

As Executive Director, Donnald is responsible for grant management, business development, organizational planning, financial and human resource management, grant writing, land acquisition and home design, program design and implementation, communication and interaction with the Board of Directors, public officials, clients and contractors of the organization.

Toni Marie Ciliberto manages the Home Rehabilitation programs for Lake County and the City of Mentor.  In her capacity she oversees an annual budget of over $400,000 in home improvements and works with clients, contractors and government officials to make sure that all program guidelines are adhered to.  Toni Marie is responsible for all aspects of the rehab program, including marketing, pre-screening applicants, processing applications, communicating with city and county officials to ensure proper administration of rehab programs, contractor approval and selection, compliance reporting, and change order authorization.
